I’ve been getting several of these phantom WU’s over the last couple of days. I’m running v4.19 of the BOINC core client. Will I need to upgrade to 4.25 in order to fix this problem?

Please see front page FAQ. 4.25 might cure this problem for you, but it's not guaranteed.
FYI, I'm getting even more of these phantom workunits. I've noticed five more creep in sometime over the past day or two. I'm not using any proxy addressing and my host id seems to be just fine. I haven't noticed any networking issues from my cable ISP. Last time I picked up 8 on March 22 over the course of the day. I've seen v4.25 and I'm not exactly interested in uprading my client unless I knew it fixed the problem, which as you say isn't guaranteed at all. I'm not particularly worried about my own account, but about tracking down a wasteful bug out there that might be affecting a larger group of people.

i tried to reset the project and re-atach it ... and then merge the puter with the old one ....(mabey the merge was a bad idea)
That CPU ID shows 26 work units currently processing (according to the server). How many do you actually have on your host according to boinc manager? Some of them (perhaps the bulk) are undoubtedly phantoms. However you really don't have to worry about what you don't have :). The Devs should worry but not you :).
Since you have done a number of things since you started posting, it's a bit hard to know what's really going on. If you really did do a project reset, it should have dumped all your previous work. Actually maybe it has on the client but the server is too dumb to notice this :). Anyway, it's always best to hasten slowly and give people time to help rather than trying the scatter-gun approach. Do you have any finished work whose status is "Ready to report"? Do you have any fresh work on hand? Your daily quota per CPU is still 8 so as soon as a new day ticks over your box will try to get new work if you currently don't have any.
Finally, merging is a good idea if you know for sure that two or more CPUIDs point to the same physical hardware. Check the IP addresses. That should tell you for sure.
EDIT: Just noticed your box get a further work unit. Is this some valid work this time?
I've updated the FAQ with some more information about this. If you have a proxy server or use another machine as a gateway to the internet, BE SURE THAT THE TIMEOUT INTERVAL IS SET TO SEVERAL MINUTES. Please see here in the FAQ for more info and this thread.

4/5 of the wu's that say in progress/unknown are not listed in my client.
