From the error logs, it looks

From the error logs, it looks like you are trying to pull the old deprecated binary app for the older work. Bernd suggested in the main O3AS thread to reset the project to clear out the older SFT files for the old app so you can pull in the new work which is named with the -2 plan class.  You need the new 1.07 app.

Check your browser I'm using Firefox and I clicked on your link and it said it was a 'potentially bad file' but I clicked to download it anyway and it did. You can always download it on another pc and then copy it over to the R-Pi's.

Or just try a different browser.  I'll use Firefox as my main browser, but I do have several others too.  I have Chromium, Brave, and Opera.

I am running Linux Ubuntu 22.04.3 LTS with kernel 6.2.  I see that you are running Windows 10, though.  Try any of these browsers:  https://www.pcmag.com/picks/chrome-edge-firefox-opera-or-safari-which-browser-is-best

I figured it out. Thanks to watchguard's stupidity the site was being blocked due to a http proxy content rule that was blocking exe's from being downloaded from that site. Thanks to everyone for your suggestions.
