If you review the thread on this application in Technical News you'll notice that your question has been asked in almost precisely your terms several times over the months. One actual reply from Christian Beers, an actual project person, some time ago you can read here.
The most recent gap of a few hours was just the usual boundary effect as they moved from sending out 104V units to 104W units. It is 104W which is currently fully available and dominating current sends, not resends of invalids.
Things move on. It appears we may have reached the end not only of 104W but of the recent chain of 104* high-pay work, and started issuing fresh LATeah1025L work. If the relationships to name pattern in effect in the few months hold, this will be low-pay work. (as was the recent LATeah1029L work).
In recent times, the size of the data file has been an indicator of crunch time. Here is a list of files issued over the last 6 months - a standard linux 'ls -l' long listing. The list is sorted on filename and the last 3 entries in each line are size in bytes, date of issue, and the full filename. Interestingly (as I recall it - I could be wrong) the larger 2.2MB files all produced 'high-pay' tasks whilst the more common 0.8MB files all produced the 'low-pay' variety. The current 1025L file is definitely of the low-pay variety.
The other point of interest is how long a particular data file 'lasted', as shown by the gap between the dates. I haven't checked every single date but most should be an accurate indication of when the file was first issued. I have made a number of changes to the script that caches these files for the purposes of minimising downloads so I'm not sure if any dates got munged in the process.
