New CUDA BRP4 app versions 1.28

We have just begun to ship new versions (1.28) of the BRP4 app for all supported CUDA platforms (Windows (32 bit) , Linux (32 bit) and OSX).
System requirements haven't changed since the last version.

Changes:

- Performance improvements. Depending on the hardware, the app now runs roughly several 100 seconds faster per task. In relative terms, this will be hardly noticeable on the slowest cards, but will mean a significant speed-up on the faster cards.
