I haven't run into this problem on my C2D at all. Im running Kubuntu 6.10 and its just as quick with or without powernowd. Im wondering if this is a Ubuntu v Kubuntu thing or if its due to an older version of Ubuntu in use?
If its just due to and older version upgrade. If its due to Ubuntu v Kubuntu then use the Kubuntu version (note if running Kubuntu 6.10 you will need to uninstall arts, reboot and reconfigure your system sounds as artsd is buggy and overloads CPU's).

FYI: When I upgraded from Dapper to Edgy, the powernowd issue went away. This was with regular ubuntu (gnome). So I suppose upgrading is another solution to the issue.
