Sometimes, you can get a clue by simply finding the file on your hard disk (type boinc.exe into "Search programs and files" - or whatever Windows 10 calls it - at the bottom of the start menu) and clicking on it to run it. Started like that, it may pop up an error message saying what the problem is.

In Windows 10 either press the "Windows-button" on your keyboard and then start typing or click to open the start menu and then start typing, there is no search box anymore.
