I would changes the “Preferences” for E@H to 300, which is the time that will be allotted for E@H only (100%), leave it at this setting until your client stabilizes and after stabilization occurs then go back and re-set your time allotment to 100, meaning 1/3 (33%)for each of your three projects.

If the user is still attached to the other two projects and they are not suspended, changing E@H to 300 will not give 100% to E@H.
I believe the user can "suspend" the other two projects without changing resource share and achieve the same results.
You're using an "older" BOINC version that doesn't support resending WU's. If you upgrade to BOINC 4.45 (current recommended version) those four results will be resent and you'll have E@H work to process. Basically, the client sends a list of WU's it knows about to the sheduler, the scheduler resends anything it assigned to the host but isn't in the list.
