During my last two transitions to a new high-speed internet modem, I had several days using a 56 KB analog modem so I could still have some internet connection - the new modems didn't work at first.
BOINC had some problems with uploads and downloads at this speed. Could it be changed to allow the user to set a limit of one file transfer at a time, until this limit is no longer desired?

I had the same issue once when I had to use my cellphone as a data modem during an ISP outage.
I'm no expert on Boinc but I think this is an issue with the Boinc manager program, not the Einstein@Home applications, and as such you might want to try the Boinc message board

That exists already. Using a cc_config.xml file (see Client configuration), you can set (separately)
