Well yes, if it was a pulsar from our perspective but it would take a very long time to notice this .... indeed it is almost impossible to know for sure how many neutron stars ( say per average size galaxy ) there are or have been but estimates are high ( reasonable assumptions etc ). Sorry for the straight answer ! ;-)

( edit ) BTW ( random factoid ) : I've only just realised why the mechanical dog in Wallace & Gromit's A Close Shave was called 'Preston'. It's not until late in the film that he is mangled by a machine and wrecked ie. pressed upon.

Probably not the reason why the mechanical dog was called Preston, more likely to be that Nick Park. was born in Preston's Brookfield Park in 1958.
