Another scheduler update

In August the scheduler we put in to fix one problem caused another one and we identified and backed off the code that was responsible for the second one.

I am now (since ~30 min) running a new scheduler that should have the same functionality (which is only visible in the logs) but should not cause one of the earlier problems. Ideally you shouldn't notice any difference.
